Rules and Regulations

Attendance & Punctuality

  • Minimum Attendance Requirement: A student must secure at least 75% attendance in theory classes and 80% attendance in practical/laboratory sessions separately in each subject, as mandated by PCI norms. Attendance shall be calculated from the date of commencement of classes to the last working day before the examination.
  • Late Arrival: Students must be seated in the classroom/laboratory at least five minutes before the scheduled time. Late entry beyond 10 minutes may be marked absent for that period. Habitual late-coming will invite disciplinary action.
  • Condonation: Condonation of shortage of attendance (up to a maximum of 10% on medical grounds) may be granted by the Principal on production of a valid medical certificate from a Registered Medical Practitioner and a written application from the parent/guardian. Such condonation is not a matter of right.
  • Early Departure: Leaving the class or laboratory before dismissal without prior permission is treated as absence for that entire session.
  • Attendance Records: Monthly attendance statements will be displayed on the notice board and notified via emails. It is the student’s responsibility to verify the same and bring discrepancies to the notice of the Academic Coordinator within one week.

Academic Conduct

  • Academic Integrity: Plagiarism, cheating, fabrication of data, and any form of academic dishonesty are strictly prohibited and will result in annulment of the concerned assignment/project and may lead to suspension.
  • Submission of Assignments & Records: Sessional work, assignments, and laboratory journals must be submitted on or before the stipulated deadline. Non-submission without valid reason will render the student ineligible for the term-end practical examination.
  • Classroom Decorum: Maintaining a conducive learning environment is a shared responsibility. Unauthorized talking, disruptive behaviour, and use of mobile phones during lectures are prohibited.
  • Internal Assessment: Performance in internal tests, quizzes, seminars, and viva-voce is a continuous process. Absence from any internal assessment without prior approval will result in zero marks for that component.
  • Mentorship: Every student is assigned a faculty mentor. Students are required to meet their mentor at least once a fortnight to discuss academic progress and personal well-being.

Examination & Evaluation

  • Eligibility to Appear: A student shall be eligible to appear for the University/Board examination only if: a) The prescribed attendance requirement is fulfilled. b) All sessional work, laboratory records, and assignments are certified as complete. c) All Institute and Hostel dues are cleared.
  • Examination Malpractice: Possession of any unauthorized material (notes, mobile phones, smart watches, etc.) inside the examination hall is treated as malpractice. The case will be referred to the Unfair Means Committee, and the punishment may range from cancellation of that paper to debarment from subsequent examinations, as per University/PCI guidelines.
  • Release of Exam Forms: Eligible Students with No-Due/E-Clearance Forms will be eligible to appear for Final Examinations.
  • Hall Ticket/Admit Card: Admit cards will be issued only to the students eligible to appear for End Semester Theory/Practical and Sessional Examinations.
  • Re-evaluation & Re-totaling (PPR/PPS): Students must follow the procedure and timeline prescribed by the affiliating University. The Institute acts only as a facilitator.
  • Supplementary Examinations: Information regarding supplementary/backlog examinations shall be promptly notified. The student is solely responsible for submitting the examination form and fees within the deadline.

Laboratory Safety

  • General Conduct: Laboratory coat, closed-toe shoes, and safety goggles are mandatory inside all laboratories. Students without proper attire will not be permitted to work. Eating, drinking, smoking, and applying cosmetics are strictly forbidden inside laboratories.
  • Handling of Chemicals & Apparatus: All reagents and solvents must be handled strictly as per the Standard Operating Procedure (SOP). Mouth-pipetting is absolutely banned. Any spillage, breakage, or accident must be reported immediately to the Technician-in-Charge or faculty member.
  • Waste Disposal: Chemical waste, biological waste, and broken glassware must be discarded in designated colour-coded bins. Pouring chemicals down the sink without permission is a punishable offence.
  • Gas, Water, and Electricity: Gas burners, water taps, and electrical equipment must be switched off before leaving the laboratory. The last student leaving the lab must ensure that all mains are turned off.
  • Emergency Procedures: Every student must familiarize themselves with the location of fire extinguishers, eye-wash stations, first-aid boxes, and emergency exits. Participation in fire mock-drills is compulsory.

Library Rules

  • Working Hours & Access: The library remains open from 10:00 AM to 5:00 PM on working days. Entry is permitted only with a valid Institute Identity Card & Library Card.
  • Borrowing Privileges: Reference books, periodicals, and project reports are not issued for home use.
  • Overdue Fine: A fine of ₹1/- per book per day will be levied beyond the due date. Continued default for over 30 days will lead to suspension of borrowing rights and deduction from caution deposit.
  • Loss or Damage: Loss or mutilation of a book must be reported immediately. The borrower shall replace the book with a new copy or pay the current cost plus a 20% processing fee.
  • Silence & Digital Etiquette: Absolute silence is to be maintained. Mobile phones must be switched to silent mode. Photography and recording of library material are prohibited without prior permission.

Discipline & Campus Conduct

  • General Behaviour: Every student shall conduct themselves with dignity, courtesy, and restraint. Use of foul language, intimidation, and physical altercation are gross misconduct and will attract severe penalty, including expulsion.
  • Respect for Staff & Faculty: Disrespect or disobedience towards faculty, staff, or Institute authorities will be dealt with sternly.
  • Anti-Ragging Declaration: Ragging in any form is a criminal offence under the Prohibition of Ragging Act. The Institute maintains Zero Tolerance towards ragging.
  • Property Damage: Wilful damage to Institute property (furniture, equipment, vehicles, gardens, etc.) will be recovered collectively/individually from the responsible students, along with exemplary fine.
  • Visitors: Students are not permitted to bring outsiders into classrooms, laboratories, or hostels without prior permission from the Principal/Hostel Warden.
  • Unauthorized Meetings & Posters: Organizing meetings, putting up notices/posters, or circulating literature without the written sanction of the Principal is forbidden.
  • Disciplinary Committee: The Institute’s Disciplinary Committee, headed by the Principal, will adjudicate all cases of indiscipline. Its decision is final and binding.

Hostel Rules (If Applicable)

  • Allotment & Occupancy: Hostel accommodation is allotted for one academic session at a time. A student must occupy the room allotted; exchange of rooms is prohibited without the Warden’s written approval.
  • Mess & Dining: Membership in the hostel mess is compulsory. Meals will be served at designated times. Wastage of food is treated as a serious breach of conduct. Cooking inside rooms is strictly banned.
  • Entry & Exit Registers: Resident students must sign the Movement Register while leaving the campus and on return. The hostel gates close at 6:00 PM (girls’ hostel) and 6:00 PM (boys’ hostel). Late entry requires prior permission.
  • Visitors & Guests: Visitors are permitted only in the Visitors’ Lounge during visiting hours (4:00 PM – 7:00 PM). Under no circumstances are outside guests allowed in hostel rooms. Overnight stay of non-residents is illegal.
  • Prohibited Items: Possession/consumption of alcohol, narcotic substances, tobacco products, firearms, and any inflammable substance inside the hostel will result in immediate eviction and criminal prosecution.
  • Electrical Safety: Use of electric heaters, induction stoves, and high-wattage appliances is prohibited. Students must switch off lights and fans before leaving the room.
  • Cleanliness & Inspections: Rooms and common areas must be kept clean. The Warden or a designated committee will conduct surprise inspections. A fine may be imposed for unhygienic conditions.
  • Illness: Any student falling ill must report immediately to the Warden. The Institute will arrange primary medical care; further treatment expenses shall be borne by the parent/guardian.

Safety & Compliance

  • Campus Security: The campus is under CCTV surveillance. All stakeholders are expected to cooperate with security personnel. Loitering in isolated areas after dark is discouraged.
  • Fire Safety: Tampering with fire-fighting equipment is a punishable offence. Students must participate in the annual fire-safety training and evacuation drills.
  • Disaster Management: In the event of an earthquake, fire, or any emergency, follow the instructions issued by the Crisis Management Team without panic.
  • Insurance: The Institute provides a group personal accident insurance cover for all students. Details are available in the Administrative Office. Hospitalization costs are covered to the extent of the prevailing Mediclaim policy opted by the student.
  • Compliance with Statutory Bodies: The Institute complies fully with regulations laid down by the Pharmacy Council of India (PCI), the affiliating University, and government directives regarding reservation, anti-discrimination, and sexual harassment (as per the Internal Complaints Committee).

Dress Code & Personal Appearance

  • Uniform: M.Pharm, B.Pharm & D.Pharm students must wear the prescribed uniform (shirt, trousers/salwar-kameez, and apron) on all working days as specified in the Academic Calendar. Identity cards must be displayed prominently above the waist.
  • General Grooming: Students should be neat, well-groomed, and presentable. Overly revealing or torn attire is not permitted on campus. The Institute promotes a professional image befitting a healthcare setting.

Use of Mobile Phones & Electronic Devices

  • Academic Areas: Use of mobile phones in classrooms, laboratories, and the library is strictly prohibited unless explicitly permitted by the faculty for academic purposes. Phones must be kept in silent mode and stored inside bags.
  • Recording & Photography: Unauthorized recording of lectures, laboratory procedures, or any campus activity is forbidden. Violators will face confiscation of the device and disciplinary action.
  • Loss or Theft: The Institute is not responsible for the loss or theft of personal electronic devices. Students carry such items at their own risk.

Internet & It Resource Usage

  • Acceptable Use: The Institute’s Wi-Fi and computer laboratory facilities are provided exclusively for academic and research purposes. Browsing of pornographic, violent, or socially offensive content is strictly prohibited.
  • Cyber Ethics: Hacking, spreading malware, sending intimidating emails, or misusing social media to defame the Institute/staff/peers constitutes a cybercrime and will be dealt with under IT Act provisions.
  • Bandwidth Management: Large downloads (movies, games) that hog bandwidth are not allowed. The IT administrator reserves the right to block the MAC address of any device found violating the policy.

Anti-Ragging Policy (Zero Tolerance)

  • Definition: Ragging includes any conduct, whether by words spoken or written, or by an act which has the effect of teasing, treating, or handling with rudeness any other student, indulging in rowdy or undisciplined activities, or causing psychological/ physical harm.
  • Legal Framework: Ragging is banned by the Hon’ble Supreme Court of India and is punishable under the Indian Penal Code and the West Bengal Prohibition of Ragging in Educational Institutions Act.
  • Undertaking: Every student and parent must submit an online undertaking at www.antiragging.in and a hard copy to the Institute at the time of admission.
  • Penalty: Students found guilty of ragging will be summarily expelled from the Institute, and an FIR will be lodged with the police. The decision of the Anti-Ragging Committee shall be final.
  • Helpline: 24x7 Anti-Ragging Helpline: 1800-180-5522. Email: helpline@antiragging.in. Institute’s Anti-Ragging Squad numbers are displayed on all notice boards.

Grievance Redressal Mechanism

  • Students’ Grievance Cell: A Grievance Redressal Cell, headed by a senior faculty member, addresses complaints related to academics, infrastructure, or general administration. Complaints may be dropped in the suggestion.
  • Internal Complaints Committee (ICC): An ICC is constituted under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. All complaints of gender-based harassment are handled with strict confidentiality.
  • Procedure: Complaints must be filed in writing. The cell aims to resolve grievances within 15 working days. Appeals against the cell’s decision may be made to the Principal.

Code of Professional Ethics

  • Pharmacy Practice Ethics: Students must adhere to the Code of Pharmaceutical Ethics laid down by the Pharmacy Council of India. The pharmacist’s prime duty is the welfare of the patient; actions that compromise patient safety, such as unauthorized sale of prescription drugs or misuse of laboratory chemicals, will attract expulsion.
  • Community Engagement: Participation in health awareness camps, blood donation drives, and drug take-back programmes is encouraged as part of professional social responsibility.
  • Confidentiality: Students on hospital/industrial visits or clinical postings must maintain strict confidentiality of patient data and proprietary information.

Research & Project Work Guidelines

  • Ethical Clearance: Any project involving human subjects, animal experimentation, or recombinant DNA technology must obtain approval from the Institutional Ethics Committee/IAEC before commencement.
  • Intellectual Property: All Intellectual Property Rights (IPR) arising out of work using Institute resources shall belong to the Institute, with the student and guide named as inventors/contributors as per the prevailing IPR policy.
  • Lab Notebooks: A hard-bound laboratory notebook maintained in real-time is mandatory for all research projects. Data back-dating or fabrication will lead to disqualification.

Industrial Training / Internship Rules

  • Mandatory Compliance: Completion of summer training/internship for the prescribed duration is a degree requirement. No student shall join training without the Institute’s formal consent letter.
  • Conduct at Training Site: Students shall observe the working hours, dress code, and safety norms of the host organization. Any adverse report from the training supervisor will render the training invalid, requiring repetition at the student’s cost.
  • Logbook & Report: A daily logbook must be maintained and counter-signed by the site supervisor. The final report and presentation must be submitted by the deadline set by the Training & Placement cell.

Leave & Absence Policy

  • Prior Permission: Any planned absence must be covered by a leave application signed by the parent/guardian, submitted to the Class Coordinator in advance.
  • Medical Leave: Medical leave beyond two days must be supported by a medical certificate from a Registered Medical Practitioner. This certificate must be submitted within three days of return.
  • Continuous Absence: A student remaining absent for 10 consecutive working days without intimation shall have their name struck off the rolls. Re-admission, if granted, will be subject to payment of the requisite re-admission fee and approval of the Principal.

Student Identity Card

  • Issuance: A PVC Identity Card is issued at the time of admission. It is the property of the Institute and must be worn/displayed at all times on campus.
  • Loss: Loss of the Identity Card must be reported to the Administrative Office immediately with an FIR copy from the local police station. A duplicate card will be issued upon payment of ₹200/-.
  • Return: The Identity Card must be surrendered at the time of leaving the Institute or after completion of the programme.

Fee Payment & Financial Regulations

  • Deadlines: Fees must be paid by the dates notified in the fee schedule. Late payment will attract a fine of ₹50/- per day. A student whose fees remain unpaid beyond one month from the due date shall be debarred from attending classes and examinations.
  • Caution Money: Caution/Security deposit is refundable after the final examination, subject to clearance of all dues and no-damage certificate from all labs, library, and hostel.
  • Mode of Payment: All payments are to be made online/Offline through the student portal.

Transportation

  • Private Vehicles: Students driving two-wheelers or four-wheelers must park in the designated lot after registering their vehicle with the Security Office. Driving without a valid license and helmet (for two-wheelers) is prohibited inside campus.
  • Vehicle Registration: All two‑wheelers and four‑wheelers entering the campus must display a valid Institute parking sticker, obtained from the Security Office after producing the driving licence, registration certificate, and insurance.
  • Speed Limit & Safety: The campus speed limit is 15 km/h. Driving under the influence of alcohol or drugs is strictly forbidden and will lead to immediate confiscation of the vehicle sticker and disciplinary proceedings.
  • Helmets & Seat Belts: Wearing an ISI‑marked helmet is mandatory for two‑wheeler riders and pillion. Seat belts are mandatory for four‑wheelers. Violation will attract a fine.
  • Designated Parking: Vehicles must be parked only in marked slots. Illegally parked vehicles will be clamped/towed and released only after payment of the prescribed fine.

Canteen & Common Area Rules

  • Hygiene & Queue: Students must maintain a queue while purchasing food. Littering in the canteen or corridors will invite fines.
  • Food Quality Complaints: Complaints regarding food quality must be lodged in the Canteen Suggestion Book. The Student Welfare Committee reviews these complaints fortnightly.

Environmental Responsibility & Campus Cleanliness

  • “No Single-Use Plastic” Zone: The campus is a polythene-free zone. Students shall not carry single-use plastic bags, cups, or bottles. Reusable alternatives are promoted.
  • Swachh Bharat Abhiyan: All students are expected to contribute to the campus cleanliness drives. Use of dustbins is mandatory; garbage thrown outside bins is treated as a breach of discipline.
  • Energy Conservation: Switching off unnecessary lights, fans, and equipment is the moral duty of every student. “Earth Hour” observation and tree plantation drives are regular features.

Substance Abuse & Tobacco-Free Campus

  • Prohibition: The entire campus (including hostels, grounds, and parking areas) is a Tobacco-Free Zone as per the Cigarettes and Other Tobacco Products Act (COTPA). Smoking, chewing tobacco, and consumption of alcohol or narcotics are absolutely forbidden.
  • Rehabilitation & Penalty: Violation of this rule will result in immediate suspension and may entail rustication. Students found to be substance-dependent will be counselled, but the legal penalty will run its course independently.

General Provisions & Amendments

  • Interpretation: In any matter of interpretation of these rules, the decision of the Principal shall be final and binding.
  • Amendment: The Academic Council/Board of Governors reserves the right to add, modify, or rescind any of the provisions without prior personal notice. Changes shall be posted on the Institute website and displayed on the notice boards, and shall take effect from the date specified.
  • Jurisdiction: All legal disputes shall be subject to the jurisdiction of the courts at the Institute’s district headquarters.

Student Welfare & Extracurricular Activities

  • Cultural & Technical Fests: Participation in annual fests, seminars, and conferences is encouraged. All events must be organized under the aegis of the Student Welfare Committee and with prior written approval of the Principal.
  • Clubs & Societies: Subject specific associations, cultural clubs, literary forums, and hobby circles may be formed with a faculty coordinator. The club shall maintain a register of activities; financial assistance from the Institute is governed by the annual budget approved by the Principal.
  • Community Outreach: As healthcare professionals in the making, all students must participate in at least one community health camp, blood donation drive, or awareness rally per academic year. Certificates of participation shall be recorded in the co curricular dossier.
  • Event Decorum: Decency in conduct, dress, and language at all extra curricular events is mandatory. Organizers are responsible for the cleanliness of the venue; any damage to property shall be recovered from the concerned society’s caution deposit.

Sports & Recreation

  • Facility Usage: The sports ground, indoor games room, and gymnasium are open during notified hours. Entry is by valid Identity Card. Appropriate sports attire and non marking shoes are compulsory.
  • Equipment: Issued sports equipment must be returned in good condition on the same day. Loss or deliberate damage will be charged at replacement cost.
  • Inter collegiate Representation: Students selected to represent the Institute in tournaments must maintain the requisite attendance; special attendance may be granted at the Principal’s discretion. They are bound by the institution’s code of conduct during travel and competition.
  • Health & Safety: Participation in strenuous sports requires a fitness self declaration. The Institute shall provide basic first aid; the cost of specialised treatment remains the responsibility of the parent/guardian.

Scholarships, Fee Concessions & Awards

  • Merit & Means Scholarships: Details of government and private scholarships are displayed on the notice board/website. Eligible students must apply in time with correct documents; the Institute is not responsible for delayed submissions.
  • Free Studentship: A limited number of fee concessions based on economic need and academic performance are available. Application, accompanied by income certificate and mark sheets, shall be scrutinised by the Scholarship Committee. The decision is final.
  • Awards & Medals: Annual awards for academic excellence, best all round performance, and outstanding research shall be conferred. The criteria are framed by the Academic Council and announced at the start of the session.
  • Discontinuation: Scholarships may be withdrawn if the student’s conduct is found unsatisfactory, or if attendance/academic performance falls below the prescribed threshold.

Training & Placement Cell

  • Registration: Students seeking campus placement must register with the Training & Placement (T&P) Cell at the beginning of the pre final year. Registration once done implies commitment to the placement process.
  • Placement Code of Conduct: A student who secures a job offer through campus placement must inform the T&P Cell immediately. Once an offer is accepted, the student shall not appear for further interviews unless permitted by the placement policy. Violation may lead to debarment from the placement process.
  • Pre placement Training: Attendance in soft skill sessions, mock interviews, aptitude tests, and resume building workshops arranged by the T&P Cell is mandatory for registered students.
  • Internship & Industry Projects: The T&P Cell shall facilitate industry linkages, but the final responsibility of securing an internship rests with the student.

Alumni Relations

  • Alumni Membership: Every graduating student automatically becomes a member of the Birbhum Pharmacy School Alumni Association. There is no fee for lifetime membership.
  • Alumni Engagement: Students are expected to cooperate in alumni meets, mentorship programmes, and guest lectures arranged by the Association.
  • Alumni Data: Students must furnish updated contact details at the time of graduation. The alumni network is a professional asset, and data shall be used strictly for institute‑related communication.

Medical & Health Services

  • Health Centre: A primary health centre operates on campus during working hours. Outpatient consultation and basic medicines are provided free of charge.
  • Emergency Protocol: In case of serious illness or accident, the student will be rushed to the nearest empanelled hospital. Expenses incurred for diagnostics, hospitalization, and speciality treatment must be borne by the parent/guardian, subject to reimbursement under the prevailing Mediclaim policy.
  • Health Record: At the time of admission, every student must submit a physical fitness certificate from a Registered Medical Practitioner. Students with chronic ailments are advised to inform the Institute confidentially.
  • Mental Health: Psychological first‑aid is available through the Counselling Cell. The Institute promotes a stigma‑free environment for seeking mental health support.

Counselling & Mental Well‑Being

  • Counselling Cell: A professional counsellor is available on campus at designated hours. Students may self‑refer or be referred by a faculty mentor. The service is free and strictly confidential.
  • Peer Support Group: Trained student volunteers, under faculty supervision, act as peer listeners. They report only to the counsellor and maintain confidentiality unless there is risk of harm to self or others.
  • Workshops & Sensitisation: Regular workshops on stress management, emotional resilience, and substance‑abuse prevention are conducted. Attendance may be made compulsory.

Student Council & Representation

  • Constitution: A Student Council shall be constituted annually through a transparent election/nomination process, as per the guidelines of the affiliating University and the Institute.
  • Functions: The Council acts as a bridge between the student community and the administration. It may make recommendations on student amenities, canteen, sports, and cultural activities. It has no authority over academic or disciplinary matters.
  • Code of Conduct for Representatives: Council members must exhibit exemplary conduct. Misuse of position, political canvassing, or disruption of institutional harmony will result in disqualification and disciplinary action.

Special Provisions for Differently Abled Students

  • Accessibility: The Institute is committed to providing barrier‑free access. Ramps, accessible washrooms, and lifts are available. Any student needing special assistance may contact the Welfare Officer.
  • Academic Accommodations: Reasonable accommodations in examination (e.g., extra time, use of a scribe, large‑print question papers) shall be provided as per the University/PCI guidelines, upon submission of a valid disability certificate.
  • Grievances: A dedicated nodal officer is appointed to address issues faced by differently‑abled students.

Use Of Campus Facilities (Auditorium, Seminar Halls, Open Grounds)

  • Booking Procedure: Students/faculty seeking to use the auditorium, seminar halls, or open grounds must submit a booking request to the Administrative Office at least three working days in advance. A token refundable deposit may be required.
  • Care of Facilities: Audio‑visual equipment, furniture, and fittings must be handled with care. The user group is collectively responsible for any damage or loss. Catering inside seminar halls is permitted only in designated areas.
  • Post‑Event Clearance: The venue must be restored to its original condition immediately after the event. Failure to do so will attract a cleaning charge.

Incident Reporting & Whistleblower Protection

  • Mandatory Reporting: Any student who witnesses ragging, sexual harassment, theft, substance abuse, or any other unlawful activity on campus is duty bound to report it immediately to the nearest faculty member, Warden, or the Principal.
  • Confidentiality & Protection: The identity of the whistle blower shall be kept confidential. Victimisation of a whistle blower is a punishable offence. Malicious false reporting, however, will invite disciplinary action.
  • Emergency Contacts: Helpline numbers of the Institute’s Security Office, Anti Ragging Squad, Internal Complaints Committee, and local police station are printed on every Identity Card and notice board.

Exit Formalities & Document Issuance

  • No‑Dues Certificate: A student leaving the Institute, whether on course completion or for any other reason, must obtain a No‑Dues Certificate from the Library, Laboratory stores, Hostel Warden, Accounts section, and Sports room.
  • Issuance of Transcripts & Certificates: Degree certificates, mark sheets, and transcripts will be issued only after clearance of all dues and submission of the Identity Card. The Institute follows the timeline prescribed by the examining authority.
  • Withholding of Documents: The Institute reserves the right to withhold certificates and migration documents if the student is found to have indulged in gross indiscipline, property damage, or any act of malpractice pending final adjudication.
